The Youth Permanency Social Worker is child focused and will identify, assess, and recruit families for children. This position entails working directly with the county social worker as a collaborative partner and with youth in foster care, ages 1 to 18 that are in need of permanency.  This position focuses on youth with one or more barriers to permanency:  sibling sets of two or more, previous failed adoptions, children with special medical or mental health needs. The goal is to recruit, assess, and match families to meet the needs of the children and place in adoptive homes within 12-18 months of referral.  The ideal candidate enjoys working collaboratively, creatively, and is confident working in a multi-level child welfare system. Is a strong advocate for children in need of permanence with a deep conviction and belief that all children are adoptable.

In addition to recruiting for families, the Youth Permanency Social Worker is responsible for case mining for past connections and/or family, engaging and supporting healthy relationships. Supports the Mission, Vision, and Values of the agency.  

Qualifications

  • Master’s Degree in Social Work or related human service field.
  • Five years of social work experience may be substituted for education
  • Child welfare experience with emphasis on foster care adoption
  • Strong clinical assessment skills and completion of adoption/permanency competency training
  • Strong verbal and written ability to communicate effectively with staff, clients, colleagues, community partners, and all levels of management. Clearly communicate key goals to obtain permanency goals and other program goals 
  • Ability to identify and analyze problems; weigh relevance and accuracy of information; generate and evaluate alternative solutions and make recommendations
  • Demonstrate a high level of initiative, effort and commitment towards completing assignments efficiently.  Demonstrates responsible behavior and attention to detail
  • Ability to organize, prioritize, and multi-task on a daily basis
  • Open to change and new information; rapidly adapt to new information, changing conditions, or unexpected situations
  • Display high standards of ethical conduct and exhibits honesty and integrity  Show consistency in words and actions, model high standards of ethics
  • Foster an inclusive workplace where diversity and individual differences are valued and leveraged to achieve the vision and mission of the organization
  • Be able to maintain a professional, confidential work environment
  • Knowledge of relevant trends and practices in child welfare, adoption, and permanency
  • Working knowledge of:
    • State Regulations for child placement agencies set forth by CDSS and CCL
    • California Family Code statues affecting scope of agency activity
    • Welfare and Institution Code, Multi-Ethnic Placement Act (MEPA) and other related state and federal rules, regulations and laws pertaining to adoption, foster care, youth permanency, mentoring, and concurrent planning
    • Adoption issues
    • Principles, practices and techniques used in the administration of adoption, foster care, youth permanency and concurrent planning
    • Child psychology, child development, principles of individual and group behavior, family relationships, and family dynamics
    • Accreditation Standards (COA)
  • Strong assessment skills
  • Responds to supervision, makes changes to provide best support for children and families
  • Ability to align behavior with the mission and goals of the organization
  • Proficiency in computer technology, Microsoft Office 2010 Suite as well as Database/Case Management systems
  • Fulfillment of TB test, background check clearance, and any other mandatory State/Federal requirements
  • Valid California driver’s license, proof of automobile insurance, can maintain a driving record acceptable to the agency’s insurance carrier
  • Must provide and operate a registered, properly insured automobile

Salary

Hiring Range for Youth Permanency Worker: $19.23 – $21.75 hourly
